Spotsylvania residents began two years ago, putting up a single pregnant woman in an apartment. They have since housed 20 moms and many children, mostly in two rented Fredericksburg houses.

Each mom is sponsored by a local church. To protect the mothers' privacy, each gets a code name.

Everyone who calls has a different story, but they all share the same desperation, "a deer-in-the-headlights look."
